This bill appropriates $3.3 Million per year for risk reduction, prevention, counseling, and testing. The bill directs that "special emphasis shall be placed on reaching populations disproportionately affected by HIV/AIDS."

This bill is substantively idential to House Bill 405 and is similar to Senate Bill 640.
